Resolved Lab Order and E&M

I need advice/clarification regarding E&M and lab order coding. I currently work for a small clinic and when a new patient is seen the provider orders labs during the initial new patient visit. We draw the blood in office and then send it to LabCorp. The provider then schedules the patient to come back in two weeks to review the results. In short, he is saying that we need to bill two E&M visits one for the new patient visit, and another for the lab review visit. Is this allowed? The way I read the guidelines it seems as if the lab ordering and result review should be included in the new patient coding. I need advice to support this because he does not agree and I'm not sure if I'm right or wrong.
