As detailed in the HHS Notice of Benefit and Payment Parameters for 2023 final rule (Final 2023 Payment Notice), 1 the 2023 benefit year final HHS risk adjustment model coefficients are based on blended coefficients separately solved from the 2017, 2018, and 2019 enrollee-level EDGE data. 2 Due to timing constraints, we were unable to finalize the final coefficients in the Final 2023 Payment Notice; therefore, consistent with 45 C.F.R. § 153.320(b)(1)(i), we are publishing the final coefficients for the 2023 benefit year in this document.
